Growth creates additional infrastructure demands. SDCs provide a mechanism to fund new growth in a community along with the related demand placed on storm and sanitary sewer systems, parks and recreation facilities, water and street systems.

SDCs may be charged when:

Clay Sewer Pipe Replacement

Project Details

This project involves replacing old clay sewer pipe as indicated in the attached map. These pipes include some of the original sewer systems in Milwaukie and are up to 90 years old.

The Clay Sewer Pipe Replacement Program ensures old clay piping is replaced with modern materials. The old pipe is brittle with many breaks, failed joints, and an increasing potential for back-ups as roots clog the pipes. This allows groundwater to enter pipes, overloading the treatment plant during heavy rain.

FILOC Program

As part of the subdivision and site plan review processes, infrastructure improvements may be required to bring the adjacent infrastructure up to City of Milwaukie standard. If facility improvements are required, the City will require construction of the improvements at the time of development. However, the applicant may request to pay a fee in lieu of constructing the required facility improvements. The fee in lieu of construction (FILOC) program ensures that opportunities to improve public facilities are maximized and that the goals and requirements of the City of Milwaukie are met.
