Restoring Habitat, Creating Fish Passage, Strengthening Community & Updating Infrastructure

The Kellogg Creek restoration and community enhancement project will reestablish fish passage into the Kellogg-Mt. Scott watershed, restore lower Kellogg Creek habitat and its floodplain through Milwaukie, improve long-term community resiliency and access to nature, and modernize vulnerable multi-modal transportation infrastructure.

The project will:

• Provide fish passage to 15 miles of habitat by removing the barrier at Kellogg Dam and restoring the creek through Kellogg Lake.
• Restore 17 acres of high-quality riparian habitat, functional wetlands and reconnect the floodplain.
• Provide public access and viewing points to encourage nature-based recreation and outdoor education
• Increase flood storage capacity to reduce flooding in lower Kellogg Creek.
• Modernize the existing Oregon State Highway 99E bridge with an alternative that increases seismic resiliency and establishes a safe bike/pedestrian undercrossing.
• Provide interactive learning, scientific research and real-world laboratory opportunities for student involvement.
• Engage the community through cross-cultural communication tools and events.

Project Timeline:

Phase 1:  August 2022 to Summer 2023 = Initiation & Feasibility
Phase 2:  Summer 2023 to December 2024 = Design and Permitting
Phase 3:  January 2025 to December 2025 = Procurement & Initial Construction Activities
Phase 4:  January 2026 to December 2027 = Construction including Demolition and In-Water Work
