Project Details

The City of Milwaukie is currently designing a project to upgrade public sewer pipes in the Waverly Heights neighborhood. The project will help protect public health, property, and the environment by restoring and repairing aging pipes, and reduce the likelihood of emergency sewer work in the future. The project will also help limit future wastewater service rate increases by limiting the amount of stormwater and groundwater Clackamas County Water Environment Services must treat

Waverly Heights Sewer Rehabilitation Project Open House

The City of Milwaukie is pleased to invite you to a project open house to learn about our plans to upgrade public sewer pipes in the Waverly neighborhood. Project staff will share information about the project, including timeline, location, and construction impacts. Community members will have the opportunity to ask questions and share concerns directly with the team. 

We will not give a formal presentation – feel free to drop in any time between 6:00 and 7:30 p.m. and stay for as long or as little as you would like.

Update (11.01.2023):

Stantec Inc is moving into the design phase of the project.  During the early stages of the design process, crews will be in the neighborhood conducting various investigations to collect information that will help them figure out what pipes need repair and what construction methods to use. Over the next several months, crews will conduct a variety of activities, including pipe and maintenance hole inspections, survey work, utility locates, and soil and pavement sampling throughout the project area. These activities may temporarily disrupt and delay traffic and will occur over time, not all at once. These activities will help to avoid conflicts with other underground utilities during construction, including water, gas, and telecommunications lines. They will also help the design team clearly understand features of the existing landscape so that we can minimize construction impacts. 

Some residents in the area may receive letters from the City requesting permission for crews to enter various affected properties.  Included with these letters will be a Permit of Entry form for residents to fill out and return to the City.  It is important to return these forms to the City as early as possible, so the City and its contractors have time to properly investigate the pipes on the property.  Good quality inspections will allow the design team to determine the best repair methods while reducing construction impacts.

Update (08.03.2023):

In June, the city received 4 proposals for the design phase of this project.  A panel of city staff reviewed the proposals and selected Stantec Consulting Services to provide the project design.  Execution of a design contract with Stantec was authorized by City Council at the August 8 City Council meeting.  Design is anticipated to begin in late summer of 2023.
