Overview

Coho Point at Kellogg Creek is a 0.81-acre opportunity site in downtown Milwaukie, owned by the City of Milwaukie. The site is located at the corner of 99E (McLoughlin Blvd) and SE Washington Street. In April 2017, City Council authorized staff to proceed with a development solicitation and to negotiate for the sale or transfer of the property. Soon after, a Request for Qualifications (RFQ) was issued. Through thoughtful evaluations, the stakeholder advisory group recommended the selection of Black Rock, LLC, a local developer. The City and Black Rock, LLC have been working closely together on due diligence and design of the project.

Development Goals

In the Request for Qualification, the city included development goals for the Coho Point at Kellogg Creek project. The city selected Black Rock, LLC because of their ability to meet these goals, which included:  

  • A signature project that leverages the spectacular views of the Willamette River and serves as a gateway to the downtown;
  • A project that maximizes the city’s desire to help revitalize downtown—several complimentary projects in the vicinity include the South Downtown Plaza, the Sunday Farmer’s market, a city-owned food cart pod adjacent to the light rail platform, and the Adams Street Connector;
  • A project with up to four floors of housing or other uses over retail;
  • A project that considers housing options that meet a variety of incomes (review the current Housing Needs Analysis for income thresholds that the city has by way of unmet needs);
  • A project that considers sustainable and equitable transit oriented development (TOD) elements that maximizes the strategic location of the site and access to public transportation and encourages a livable and walkable place;
  • A project that uses “green” construction (e.g. Net Zero or Passive, solar, green roofs) for future generations to enjoy;
  • A project that is a good environmental neighbor to Kellogg Creek;
  • A project that will minimize the impact of construction on the Milwaukie Farmers Market at its future location
  • Utility connections should reflect the needs of the users (High speed internet, etc.)

Outreach & Community Coordination

Keeping the Milwaukie community involved throughout the Coho Point development project is a priority for the city.

Proposed Project

Coho Point is proposed as a new multi-family project in downtown Milwaukie. The proposed building include 195 apartments, ground floor retail space, and 81 structured parking spaces.  The building is designed as 6-stories facing SE Main Street and steps down to 4-stories facing 99E. The ground floor will feature retail spaces oriented toward Main Street and corner restaurant space with an outdoor seating area that overlooks Dogwood Park and Kellogg Creek. The project incorporates the development of significant public amenities and improvements, including floodplain mitigation, Kellogg Creek bank improvements, improvements to Dogwood Park, and an extended public pedestrian path connecting Main Street to McLoughlin and provides provisions for a future public bike path. The development will provide 10% of units as income-restricted affordable housing, serving residents 80% of median housing income for a period of 30 years. Black Rock, LLC has committed to providing 40 of the parking spaces for public day-time use for users of the Milwaukie Employee Parking Permit program.
