Public Contracting Rules have been adopted by City Council, acting as the Local Contract Review Board, pursuant to the authority granted to the Board by Milwaukie Municipal Code Chapter 3.05. The rules apply to all contracting, purchasing, and disposal of personal property, and include General Conditions for Construction of public improvements. By establishing procedures for purchases and contracts, the rules' objectives will:

Emergency Preparedness

When a disaster strikes, Milwaukians will have to count on each other in the community, workplace, and at home in order to be safe until responders arrive.

Oregon's Office of Emergency Management (OEM) encourages everyone to prepare themselves to be on their own for a minimum of two weeks. This lessens the strain on emergency responders who need to focus limited resources on injured and other vulnerable populations immediately following a disaster.

Water Division

The water division maintains all the components comprising the city's water infrastructure, valued at more than $16.5 million. These components include 100 miles of water main, 964 fire hydrants, 6,911 water services, seven well houses, three storage reservoirs, two pump stations, and two interties to Portland and Clackamas. The division also helps develop projects and oversees the Capital Improvement Program (CIP) for the water infrastructure.

Water Quality Reports

The 1996 Safe Drinking Water Act Amendments requires all public water systems to provide residents with an annual water quality report referred to as the “Consumer Confidence Report."

The CCR provides the water department with the opportunity to share information regarding drinking water with its customers.

City Council Elections

The next scheduled Council election will be held at the November 3, 2026, General Election, and will feature Council positions 2 and 4, and the mayor. The individuals elected in November 2026 will serve a four-year term beginning January 1, 2027 and ending December 31, 2030. 
 

Recycling & Waste

All waste management services are provided by three franchised solid waste companies: Waste Management, Hoodview Disposal, and Clackamas Garbage. To find out which hauler services your area, follow this link.

Temporary Event Permit Application

A temporary event permit is required if an event, temporary use or sale is held on public property owned by the city or within a public right-of-way (e.g. street or sidewalk). For other temporary uses, including temporary real estate offices, construction parking, construction trailers or construction offices complete the Temporary Use Application Permit - Construction Related form which is reviewed by the Planning Department.

Abandoned Shopping Carts

1) The City or public may report the location of an abandoned shopping cart found in the City by calling the toll-free telephone number provided by the owner of the cart.  See attached list for store names and contact numbers.

2. The owner shall have seventy-two (72) hours from the date the report is made to retrieve the carts from the specified locations. A contractor may be hired at the owner’s expense for retrieval of shopping carts.
