Stormdrain Cleaning Assistance Program (SCAP)

The Stormdrain Cleaning Assistance Program (SCAP) helps prevent the pollution from private business parking lots from reaching the region's streams and rivers inexpensively.

Businesses need to sign up to participate.

By negotiating through a competitive process, the program is able to provide catch basin cleaning at the low cost of $60 each. Typically, companies charge more than $200 or more for a private service call for one drain.

City Council Goals for 2025-2027

On February 4, 2025, the City Council approved Resolution 10-2025, adopting Council goals for calandar years 2025 to 2027. The goals are:

GOAL 1: Economic Development - Support Milwaukie's business districts and invest in neighborhood hubs.

GOAL 2: Parks and Greenspace - Deliver Milwaukie Bay Park and expand equitable access to green space, including the future restored Kellogg Creek Natural Area. 

City Hall Scarecrow Contest

The Milwaukie Arts Committee invites the community to create scarecrows that will go on display near the historic city hall building! Winners of the design contest, which are selected from three categories, receive gift cards to local businesses!  

Scarecrow Contest Categories:

  • Traditional or contemporary
  • Character
  • Group/Organization 

Registration for the 2024 Scarecrow Contest is closed. Please come see the contestants on display at historic city hall, 10722 SE Main St, during the month of October.
