The city's private water quality facility maintenance program includes inspections of all residential, commercial and industrial stormwater water quality facilities maintained by private property owners. These facilities are constructed to protect precious water resources by removing pollution from stormwater runoff before it enters drinking water sources, as well as Johnson Creek, Kellogg Creek Willamette River and other local streams. The program intends to educate property owners about how these facilities function and to ensure that facilities are maintained and operated properly.

Under Municipal Code (Chapter 13.14), the city requires privately-owned facilities to submit an approved maintenance plan for new stormwater facilities upon construction. Annually, letters are mailed to private facility owners with request to confirm maintenance inspections and actions. Private facilities are subject to inspections to ensure proper maintenance and performance.
