Annexation Application and Instructions

NOTICE:  Please read the following instructions before proceeding any further. If you need assistance, please call the Planning Department at 503-786-7630.

STEP 1: A preapplication conference or meeting is required prior to the submission of an annexation application. See Preapplication Appointment Form page.

STEP 2: Annexation Petition, County Certification and Information

  • Open the Petition Packet expedited or nonexpedited annexation.
  • Petition Form:
    • Fill in legal description, and then print as many copies as you need.
    • Gather signatures.
  • Print the following forms and take to Clackamas County for certification, along with the signed petition(s).
    • Certificate of Property Ownership
    • Certification of Legal Description and Map
    • Certification of Registered Voters
  • While at the County, acquire (as described on page 2 of the instructions):
    • County Assessor quarter section maps
    • Urban service provider information

STEP 3: Annexation Application.

  • Prior to submission of your annexation application (below) prepare all other required documents (as listed on page 2 of the instructions):
    • Notice List (included in the Petition Packet)
    • Census Form (included in the Petition Packet)
    • Vicinity map(s)
    • Narrative addressing applicable code sections for expedited or nonexpedited annexation ("Code Excerpts" in the Instructions and Application packet)
  • To submit your complete application:
    • Fill in all applicable fields of the expedited or nonexpedited annexation application.
    • Add digital signature (or print and sign by hand).
    • Assemble application and all required submittals.
    • Come to the Johnson Creek facility to submit your application, attachments, and payment.

IF YOU PREFER NOT TO FILL IN YOUR FORMS ELECTRONICALLY:

  • Print and fill in the expedited or nonexpedited annexation application hard copy packet.
  • Follow steps 1-4, per the instructions above and in the packet.
