Project Details

Please note that this is a privately owned and developed project, previously approved by the city’s Planning Commission.  The City of Milwaukie offers this information as a courtesy to our residents and businesses.  Additional information can be found on the 2019 land use application webpage, DEV-2019-009.

City engineering staff will work with the developer and their contractor when working in the public right-of-way along Monroe Street and 37th Avenue.  City building staff will work with the developer and their contractor with all buildings being constructed on the site.

The planned development at 10999 SE 37th Avenue, Milwaukie, OR is a modern, class-A apartment building developed by Guardian Real Estate Services LLC. Construction is set to begin in October and expected completion is Spring 2023.

The 234-unit project will provide residents with a range of units from studio, one-, two-, and three-bedroom apartments, as well as live/work units, ranging from 495 to 1,198 square feet. The 7.2-acre community includes five resident buildings, multiple garage and bike storage units, and a state-of-the-art clubhouse. The community will also include an outdoor plaza with BBQ and picnic area, pool and spa, dog park, and playground.

Monroe Apartments - Erosion Control Weekly Reports

4/17/2023: The majority of Right-of-Way improvements are complete. Driveway construction and multi-use path striping remain before the path can be open to the public and the fences moved back.  Construction on buildings 1, 3, 4, and 5 are ongoing, but building 2 is open for new tenants.

10/4/2022: Paving on Monroe Street and 37th Avenue will begin this afternoon. Monroe Street will convey one-way traffic (westbound) between Oak Street and 37th Avenue.  37th Avenue will convey one-way traffic (northbound) between Railroad Avenue and Monroe Street.

10/3/2022: Paving on Monroe Street and 37th Avenue will take place this week.  The contractor is on site preparing the lanes for work. Crews will be relocating the fences to behind the curb, and both streets will become a one-way only route during the grinding and paving process.  Monroe Street will convey one-way traffic (westbound) between Oak Street and 37th Avenue.  37th Avenue will convey one-way traffic (northbound) between Railroad Avenue and Monroe Street.

Grinding and leveling asphalt will begin the morning of Wednesday October 5th and final lift asphalt paving will begin the morning of Thursday October 6th.  The entire paving operation is expected to take two full days. During this time the one-way traffic may be delayed for several minutes to provide crews a safe working zone.

12/1/2021:  Saturday, December 4th work will start as early as 8:00 AM and will conclude no later than 5:00 PM.

11/18/2021:  Saturday, November 20th work will start as early as 8:00 AM and will conclude no later than 5:00 PM.

10/26/2021:  Initial grading and earthwork for the project has begun! Fencing has been installed to close off adjacent sidewalks during this phase of work, and pedestrian detour signs are in place. Please read the project fact sheet for details on how contaminated soils will be managed on site.
