Neighborhood Main Streets Project

This project uncovered widespread community support for pedestrian-oriented, neighborhood-serving business districts around segments of 32nd and 42nd Ave. A comprehensive set of recommendations was proposed to achieve this “neighborhood main street” character.

The Neighborhood Main Streets Project (NMSP) will see what vision the community has for neighborhood commercial areas and take steps toward making them more vibrant, walkable areas for Milwaukie residents. The Neighborhood Main Street Project (NMSP) is a discussion with the community about the types of uses and development they would like to see for these areas, and will identify opportunities and constraints for achieving that vision. The project will focus on the commercial areas along 32nd Ave and along 42nd Ave near King Rd.

The City plans to address the zoning code changes recommended by the project team's reports as part of the Moving Forward Milwaukie: Enhancing Our Commercial Districts project.

Project Team
Horizon Planning, a group of graduate students from Portland State University, performed much of the public involvement for the project. The members of Horizon Planning are Allison Moe, Jay Higgins, Kelly Moosbrugger, Levi Roberts, and Tony Vi. Their involvement spanned from January - June 2012. Their work on this project is as part of a Planning Workshop Project for PSU's Masters of Urban and Regional Planning program.

Outcomes
City staff will begin work on implementing the recommendations through zoning code amendments. A key part of the recommendations will be adjusting the uses allowed by the zoning for these areas. Other outcomes may be adding design regulations, highlighting capital improvements for the area, or establishing programs to foster investment and redevelopment in the project areas.
