HES Low-Income Assistance

Homeowners with household incomes at 80% or less of the area median  income may be qualified to receive a free Home Energy Score assessment.

Working with Community Energy Project (CEP), the city is offering free Home Energy Score assessments for residents with 80% or less of the area median income. CEP is a local non-profit that focuses on home services and improvements around safety, health and energy efficiency. CEP provides free education opportunities, supplies, and home energy upgrades and repairs for qualifying residents. CEP staff are certified to perform HES assessments in Milwaukie. To qualify for the City of Milwaukie HES low-income assistance program, and to schedule your HES assessment with Community Energy Project, follow the steps below:
 

Step one: Make sure you need a HES report

Read the HES for Homeowners page and the HES Exemptions page to confirm that your home is required to display a HES score on the home listing
 

Step two: Use an AMI calculator (optional)

Use the City of Portland Area Median Income (AMI) calculator to estimate your household income in comparison to the area median income. Your household must be at 80% or less of the area median income to qualify. This step is optional, but may save you time.

Step three: Contact Community Energy Project (CEP)

If your home requires a HES and your household qualifies for a free HES assessment, contact CEP to proceed with the qualification and assessment process. You will be asked over the phone to confirm your income, and will be required to sign an attestation form in person before the home assessment. At this time, the city is not requesting personal identifying information from CEP, and will only receive data in aggregate as to not identify individual homes or homeowners.

Step four: Display the HES

Once you receive your HES report from CEP, make sure to display the report on your home's listing. Visit the 'Displaying a HES Report' page for more information. 
 

Step five: Continue the conversation with CEP (optional)

If interested, talk to CEP about other home energy education and improvement opportunities in your area.
