HES for Builders

Home Energy Scores are required for new homes and pre-construction homes that are being listed publicly for sale.

New Homes

New construction homes that are being publicly listed and advertised for sale may be required to obtain and display a home energy score. Visit the HES for Homeowners page or read the Residential Energy Performance Rating and Disclosure ordinance to determine if the building type is required to obtain a HES before listing. Work with a qualified HES assessor to score the home and display the score on all public advertisements.

Pre-Construction Homes

Homes that are listed publicly for sale or advertised for sale during the construction process are still required to obtain a Home Energy Score. There are HES assessors qualified to score a home based on design specifications. This process does not require an on-site inspection. The Report will note that it is a "pre-construction" assessment.

Visit Oregon Department of Energy's HES for Consumers page to access the most current list of HES assessors.

Energy Trust of Oregon EPS™ Homes

Builders of high-performance homes through the Energy Trust of Oregon need a Home Energy Score when the home is listed for sale. Some EPS verifiers can also produce Home Energy Scores. Check with your verifier to find out if they offer this streamlined service.
