Accessory Dwelling Units (ADUs)

UPDATE: The ADU study has concluded. The final task 3 report can be read here.

The city hired Cascadia Partners to provide an assessment of the existing zoning code standards and fees related to ADUs and develop recommendations aimed at enabling the development of more cost-effective ADUs in the city.

Construction Excise Tax (CET) 

UPDATE: A construction excise tax oversight group developed the criteria for distribution of these funds towards affordable housing. The city will be providing an update on the program implementation at a City Council Meeting on June 15, 2021.

City Council adopted the CET Ordinance No. 2154 on Nov. 21, 2017.

Hillside Master Plan

Housing Capacity Analysis/Housing Production Strategy

The Housing Capacity Analysis (HCA) and Housing Production Strategy (HPS) project is now underway. Oregon Statewide Planning Goal 10 Housing requires the city to conduct a Housing Capacity Analysis, otherwise known as a Housing Need Analysis, every six years. Additionally House Bill 2003, adopted in 2019, requires the City to develop a Housing Production Strategy. The Housing Capacity Analysis (HCA) and Housing Production Strategy (HPS) documents were adopted by City council on June 6, 2023. Milwaukie Housing Affordability Strategy (MHAS)

The Milwaukie Housing Affordability Strategy (MHAS)  was adopted by City Council on July 17, 2018. This 5-year strategy contains 31 action items for short, mid-term, and long-term implementation for providing and supporting equitable and affordable housing opportunities.
