ADU Waiver Pilot Program

The ADU Waiver program funding has been fully allocated.  No new applications are being accepted. 

 

To further advance city goals of increasing housing supply in Milwaukie, this pilot program is open to eligible applicants through June 30, 2021 who are interested in offsetting the costs for building an accessory dwelling unit (ADU). On June 16, 2020, City Council approved a limited time waiver of all city-controlled system development charges (SDCs) up to a total $23, 440 and a waiver of frontage improvements for up to ten ADUs, for a period of one year. 
 

Please Note: Each approved ADU development may have an estimated $2,344 in SDCs waived. This program allows for waiver of city-controlled SDCs, only. County SDCs such Parks and Recreation and Sewer Connection through NCSD or City of Portland are not included in the waiver. For more information or questions on SDC fees and charges, visit www.milwaukieoregon.gov/building/system-development-charges-sdcs or contact the city Engineering department at engineering@milwaukieoregon.gov

 

Eligibility for Waiver of City-Controlled SDC and Frontage Improvement Requirements:

  • Attached and detached ADUs
  • New Construction or Adaptation of Existing Structure

Steps to Apply:

1. Check for eligibility:

-Contact housing and economic development staff for general program information at 503.786.7624 or econdev@milwaukieoregon.gov

-Contact Planner on Duty to make sure project meets standards of the zoning code at 503.786.7630 or planning@milwaukieoregon.gov

-Contact Building to make sure relevant building standards can be met. (e.g., install egress windows for a basement unit, etc.) at 503.786.7623 or building@milwaukieoregon.gov

2. Complete a short ADU SDC Waiver Form at the time of land use application submittal to secure an initial place in line for the pilot program. *Your place in line for the waiver is not secured until a completed land use application has been submitted. 

3. Once land use application is approved, submit a building permit within 45 days to maintain the place in line for the pilot program.

4. Waiver form receives final approval upon building fees paid and permit issuance.
