Building Permit Process

Step 1: Permit Submittal

  • Submit for permit (contractors submit digitally online at www.buildingpermits.oregon.gov, homeowners please call our office at 503-786-7623)
  • Upload plans
  • Applicant receives invoice by email
  • Applicant pays plan review fees (fees must be paid prior to plan review)

Step 2: Plan Review

  • Plans sent to review queue and to other departments/divisions (when review fees are paid)
  • Plans are assigned to a plans examiner
  • Plans are reviewed in the order they are received
  • Additional information may be requested during review
  • Fees are calculated
  • Applicant receives "Ready To Issue" email with total fees due
  • Applicant pays permit balance
  • Permit issued

Step 3: Construction

  • Applicant downloads approved plans from www.buildingpermits.oregon.gov
  • Applicant prints approved plans and has them on-site for the inspector
  • Construction starts
  • Applicant requests inspections at required times

Step 4: Finals

  • Applicant requests final inspections
  • Final inspections approved
  • Certificate of Occupancy issued (if applicable)
