Purchasing

Public Contracting Rules have been adopted by City Council, acting as the Local Contract Review Board, pursuant to the authority granted to the Board by Milwaukie Municipal Code. The rules apply to all contracting, purchasing, and disposal of personal property.

These rules establish procedures for purchases made and contracts entered into on behalf of the city. The rules include the following objectives:

  • Ensure purchases comply with applicable laws
  • Allow for impartial and open competition
  • Instill confidence in expenditure of public funds
  • Promote efficient use of state and local government resources
  • Provide clear and consistent guidelines for city staff to follow that use basic principles of sound management
