Barges Anchor Near Elk Rock Island to Perform Work on Kellogg Water Resource Recovery Facility for WES

Water Environment Services (WES) had two barges anchor near Elk Rock Island for divers to work underwater on a section of the Kellogg Water Resource Recovery Facility. The construction is being conducted at this time to accommodate the fish passage during the regulatory in-water work period, and is anticipated to be complete this fall.

The barges arrived this week  transporting a large crane and construction materials to be used to improve the release of highly treated wastewater from the facility’s outfall—the point deep below the surface where cleaned water, called effluent, is discharged and mixed into the river. Once the project’s construction begins, it is expected to last three to four weeks.

The Kellogg Outfall Project includes extending the outfall’s length by 220 feet, increasing its underwater depth from 35 to 65 feet, as well as the addition of a diffuser to provide improved dilution and minimize impact on water quality. These improvements help the facility comply with existing and anticipated Oregon and federal water quality regulations.

The Kellogg facility is owned by Clackamas County Service District No. 1 (CCSD#1) and is managed and operated by WES. CCSD#1 serves Milwaukie, Happy Valley, Boring, Hoodland, Johnson City, Fischer’s Forest Park, the western edges of Damascus, and unincorporated Clackamas County.
